High-level talks involving US, Russian, and Kyiv representatives are underway in the United Arab Emirates this week, marking the most recent stage in attempts to forge a resolution to conclude the protracted hostilities in the region.

Key Delegates and Opening Discussions

US Army Secretary Dan Driscoll reportedly conferred with a Russian group on Monday night, with dialog extending into the following day.

“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson stated.

Ukraine’s top intelligence official, the head of military intelligence, was scheduled to join in the meetings, though it remained unclear whether direct engagement with Moscow’s representatives would take place or if separate one-on-one meetings would be held.

Identity of the Russian team was uncertain. “We cannot provide details. Our position is to monitor press coverage,” a Russian spokesperson told state media.

Context and Updated Peace Plan

The current talks follow recent negotiations in Switzerland where US and Ukrainian representatives modified a draft US framework for ending the conflict.

Russia has so far not endorsed the most recent draft of the plan and is not expected to agree to many of the Ukrainian changes.

Russia’s foreign minister, Sergei Lavrov, emphasized that any revised agreement must adhere to the “essence and wording” of what was discussed during earlier high-level talks between both countries.

EU leaders are reportedly finding it difficult to stay engaged in the negotiations as US representatives drive the efforts.

Finland’s president, Alexander Stubb, who has stepped forward as a primary mediator between the US and European officials, commented that the immediate future would be decisive in attempts to secure a peace settlement.

He reportedly spoke with Kyiv’s leader and the alliance representatives, stating that “Decisions about Ukraine’s future rest with its people, and while European security matters are for Europe to resolve.”

At the same time, the France’s president, the French official, warned against a settlement that would amount to a “concession” for the nation.

“The current proposal indicates what Moscow might find acceptable. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he stated.

The US proposal was reportedly composed of numerous clauses and was drawn from discussions between American and Moscow officials, with contributions from Ukrainian defense authorities.

This demand, coupled with the leaking of the plan, reportedly took by surprise Ukrainian and European officials.

Zelenskyy reportedly that the nation was facing one of the toughest moments in its existence and was being forced to decide between “forfeiting self-respect or abandoning a crucial supporter.”

Later, the US official briefed alliance ambassadors on the proposal in Kyiv, with one attendee describing it as “a nightmare meeting” and noting that European ambassadors were shocked by both the content and manner of the delivery.

Washington later softened its stance, stating that the 28-point proposal was an “starting position for talks” rather than a definitive demand.

Military Situation Amid Talks

As diplomatic talks continue, Moscow has continued its nightly strikes on Ukrainian urban centers.

Russian forces allegedly fired numerous of projectiles and many of drones at objectives in and around Kyiv, according to Ukrainian sources.

Zelenskyy emphasized that Moscow must not feel it could prevail in the conflict while talks were underway.

“What matters most now is that all partners move toward diplomacy together, through joint efforts. Measures against Russia need to produce tangible effects,” he stated.

Kyiv’s mayor reported that seven people had been killed in the recent assault on the capital.
